40The Decision of the Fourth Plenary Session of the Sixteenth CPC Central Committee pointed out that the CPC must adhere to the democratic, scientific, and lawful exercise of the ruling power. Exercising ruling power in accordance with law means that the Party must grasp the key link of institutional construction that is of fundamental, overall, stable and long-term importance, adhere to the strategies of ruling the country by law, leading the legislation, taking the lead in abiding by law, ensuring the enforcement of law, continuously promoting the standardization of economic, political, cultural, and social lives of the country and bringing them under the rule of law, and ensuring through laws and institutions the implementation of Party’s lines principles and policies.
